Shadow Port (concept)
Shadow Ports are smuggling ports and black markets created by Pirates to offload their stolen cargo. They increase a pirates Shadow Trade Capacity, allowing them to earn more from commerce raiding. A Shadow Port is removed when either the county reaches 100 control or the pirate is no longer in range of it.
