Tribal Clans are a Government Form with stunted County Development, and little ability to centralize their Crown Authority.
However, they can make use of Prestige rather than Gold to hire Men-at-Arms and have access to more Casus Belli compared to Aristocratic and Clan Realms. Tribal clans can also make use of house_unity.
